Foos Elected to USSD Board of Directors

A member of the United States Society on Dams (USSD) for the past decade, Bill Foos, MBA, CPP, PSP, has been elected to the USSD board of directors for 2021. Gannett Fleming is also represented in USSD leadership by Dina Hunt, PE, board member, and Dean Durkee, Ph.D., PE, immediate past president.

Foos, who also served as a member of the Dam Safety Committee and chair of the Public Safety, Security, and Emergency Management Committee, is dedicated to improving public safety and increasing risk awareness through all dam operational programs. He has a hefty portfolio of public speaking engagements and will present “Dam Resiliency is More Than Just Dam Safety” at the International Commission on Large Dams (ICOLD) annual meeting 2021 in November. He spoke on “Emergency Management in a Crisis” at USSD 2019 and “USSD Public Safety and Security (State of Practice)” at ICOLD 2018.

“I am excited about the opportunity to continue contributing to USSD at the next level. I believe it is the board’s duty not only to manage the affairs of the association, but to help empower our members by providing guidance, vision, and a road map for the future of our industry,” Foos said.

As a member of the board, Foos is committed to speaking up for dam owners and guiding young professionals in the dam industry. He plans to nurture solutions for industry challenges using his ability to affect positive action through planning and advocacy.

At Gannett Fleming, Foos serves as vice president and director of the Security and Safety Business Line. He has over 35 years of experience providing consulting services on security and safety-related issues for clients. Foos is involved in the technical aspects of security principles for physical protection systems. He conducts audits, develops mitigation strategies, and prepares emergency response plans. Most notably, he was the project manager lead for the California Department of Water Resources’ Emergency Action Plan after-action-review following the 2017 Oroville Spillway Incident.
