(Pittsburgh, Pa.) The U.S. Army Corp of Engineers (USACE), Great Lakes and Ohio River Division, has selected the Emsworth Project Delivery Team as its Team of the Year. Gannett Fleming served as the structural and geotechnical designer for the Emsworth Locks and Dams rehabilitation project.
Located in Allegheny County, Pa., Emsworth Locks and Dams is the oldest of the 20 locks and dams that comprise the Ohio River navigation system. Situated approximately six miles downstream of downtown Pittsburgh, Pa., the Emsworth Dams consist of two distinct structures. These structures are located on both the main and back channels of the Ohio River and separated by Neville Island.

Emsworth’s existing structures had not undergone major structural improvements since the 1930s. Recent inspections documented evidence of significant scour and erosion beneath the dam’s stilling basin, necessitating immediate structural repair and improvement.
In less than nine months, the Gannett Fleming design team evaluated alternatives for dam improvements and developed the final design specifications for a new stilling basin. These plans consisted of a new concrete apron extension supported by steel piles, new steel sheet pile cut-off walls, and stone riprap scour protection for both the main and back channel dams to ensure their structural stability.
The Gannett Fleming project team included Rob Yauger, Jim James, and Paul Hale from the firm’s Pittsburgh Geotechnical Group, as well as Chris Vollmer from the Pittsburgh Bridge Group. John Kovacs served as project manager. The team completed the final construction plans, specifications, and estimates for the $50 million USACE project in February of this year.
